Converts CSV data (quoted or unquoted) to tab-delimited form. It's preferable
to use a file with column headers, because then TextPipe can easily determine if
the fields have embedded CR/LFs in them. If the data is properly quoted then
TextPipe will determine this automatically.
e.g. Input CSV file:
1,,3,,5,,7,,9,,11,,13,
"1","2","3","4","5","6","7","8","9","10","11","12","13","14"
1,2,3,4,5,6,7,8,9,10,11,12,13,14
1,2,3,4,5,6,7,8,9,10,11,12,13,
