Detaching files or folders with a hash # in the name

Outlook (2003 at least) cannot open files with a # in a hyperlink.

If the # is specified like this: c, then when you go to click on it, Outlook truncates the filename:
Error opening link: C:\My Documents\DetachPipe\Inbox\Products\DetachPipe\te

Outlook also botches the link – saving it as: C:\My Documents\DetachPipe\Inbox\Products\DetachPipe\
- missing the \

If we encode the # as %23, it tries to open the filename
C:\My Documents\DetachPipe\Inbox\Products\DetachPipe\te%23st\
Instead of decoding it first.

This is a no-win situation for us – Outlook is buggy in either regard.
