Editpad Lite and Unicode encoding conversions

Owners of TextPipe Standard do not have access to the filters of TextPipe Pro to convert between different encoding formats for Unicode.
    UTF16 LE
    UTF16 BE
    UTF32 LE
    UTF32 BE
There are third party tools that can provide such a feature.
One such file editor is called EditPad Pro™, and the 'free for personal use' version called EditPad Lite. http://www.editpadpro.com/
