COBOL EBCDIC to CSV?

I am interested in purchasing a database tape from a gov't agency that I need to translate from Cobol EBCDIC to csv or xls. I have a guide to interpreting the file with field lengths and sample data. CanTextPipe can extract the records for me? I only need to do this one per year.

Yes, - you just need to paste the copybook into the copybook filter (Filters\Wizards\Mainframe copybook filter) and possible twiddle with the options of this filter to get the layout to align.
