Solution

TextPipe was used to convert all data to UPPERCASE and pad to a width of 748.

Process

File consisting of 2116 records was extracted from an IBM AS400 and downloaded to a PC, TextPipe was then used, and then the file was written to a 9 Track tape and mailed to the IRS.
